Removing unpartitioned extra HDD and my explorer loads super slow

I have a 4TB HDD that I partitioned and didnt put anything on, then deleted the partition and tried to unplug it from my PC.

With the HDD plugged in (no partition) everything works fine. However, when I unplug it from my PC rig and try to start windows, everything loads in slowly, half my application shortcuts dont load, and my explorer is SUPER slow.
 
Yea I believe all 3 of my drives were connected. But I formatted and removed my partition for this drive... would windows still need it to boot? I replaced my mobo and reinstalled windows with these drives.
 
Why would win 10 put partitions on ALL drives during install? Isn't that super inefficient? What if I want to move or removed an HDD like now? Seems like a stupid functionality
