Hello Everyone
I am into 3D Rendering and Image/Video editing (3ds Max, After Effects, Photoshop, vray, corona) After a Long Research i want to build a Workstation for me. I am pretty noob in hardware stuff so i would be very thankful if anyone willing to help.

Cpu - thinking to go with 1950x or 2950x ( as more core will help me in rendering )

Mobo - x399 which one? the 2nd gen is too costly i guess

ram - my main concern i need atleast 3200mhz 64g. will be buying 32gb for now then will upgrade 32gb more in few months.

PSU - ?

Gpu - RTX 2070 or 1080ti ? what will be the best option ?

boot drive - i want the value for money nvme as its the fastest ( samsung 970 evo 256 gb )

Hdd- barcuda 2tb x2

cooler - have no idea about it, will overclock a bit not extreme.

cabinet - ? 50$ budget

do i have to buy any other extra fan for better temperatures? as my system have to work day and night sometimes for rendering. please suggest me the best.

Total budget 3000$ ( Rs 230000) can go little up if its really worth it.

Great, so will final noctua sp3, have to search though what is push pull configuration and how to setup.

how about gpu? today i read Shadow of the Tomb Raider have no noticeable improvement, so does that help me in rendering? i seriously doubt now.

2070 - $763
2080 - $1000
1080TI - $971 ( Triple fan )

+1 for what Lucky_SLS said about GPUs.

Push configuration - 1x fan at the front, pushing air though heatsink.
Pull configuration - 1x fan at the back, pulling air though heatsink.
Push-pull conf - 2x fans, one at front, 2nd at the back.

Thank you both :), things getting sorted now, what about the power supply? i dont have seasonic available in india, cooler master is famous here, although its available from amazon. if thats the only best for my specs

Min I would suggest for the 2950X and a 250w gpu is an 850w psu.

Great this clears the doubt :)

Yes i did, but not sure weather corsair is good in PSU, heard from my friend too its not good he switched to cooler master

Seasonic PRIME 80+ Titanium is the best there is and you won't get any better than that. But for "cheaper" PSU, cheapest i'd use would be Seasonic PRIME 850 (80+ Gold),
amazon: https://www.amazon.in/Seasonic-SSR-850GD-MODULAR-SUPPLY-CERTIFICATION/dp/B01NCSW4AY

Or you can also go for Seasonic Focus+ 850 (80+ Gold) with a bit reduced build quality and higher price compared to the Prime 850 Gold,

Btw, this is the 1st time i see same wattage Seasonic PRIME being cheaper than Seasonic Focus+.

As far as Corsair goes, Corsair VS series PSUs are low quality units and the worst offered by Corsair. Corsair CS, CX and CXm series are better than VS series but build quality wise, they still are worse than anything offered by Seasonic. While Corsair AX, AXi, HX, HXi, RMx, RMi, TXm and SF series are on-par with Seasonic PSUs.

Oh, Seasonic PRIME series PSUs are the only PSUs in the entire world that come with 12 years of warranty. No other PSU brand/OEM would offer more than 10 years of warranty for their PSUs. And the Corsair HX850 80+ Gold comes with only 7 years of warranty. That's 5 years less than offered by Seasonic.
That, and Seasonic is also one of the few who offers transferable warranty. E.g if you were to sell your PRIME PSU after 4 years, the person who buys it would still have 8 years of warranty left on the PSU. No such luck with Corsair PSUs though.

Seasonic being one of the oldest and best PSU OEMs in the world; they have never made a bad quality PSU and their warranty policy are just the few reasons why i'm using and also suggesting to get Seasonic PSU.

For Ram i have to go with the lowest latency Possible? CL14, 3200mhz, but i checked here they have 16 🙁

Can buy any one right ? G.Skill Ripjaws V Series or Corsair Vengeance LPX or G.Skill Trident Z RGB

8x8 = 64gb
