I have a Phanteks Eclipse P400 and one of the front USB 3.0 ports is broken. Is it possible to replace it?

Possible? Probably, but it would also probably be cheaper and easier to just replace the case if you absolutely need a front USB 3.0. Otherwise I'd consider just adding a USB 3.0 PCIex1 card and plug whatever it is in back.

If I wanted to replace the front one, though, where could I find the parts to do so?

You'd probably need to check e-bay for old/used cases to see if you can replace the USB 3.0 board. Then you need to figure out if/how you can mount it within your case. Not having the case readily available to me, I can't tell if the board is even accessible without tearing the case apart.

The USB 3 ports in that case should, if I recall correctly, simply unscrew from the board they are mounted to. Both would need to be taken out, of course, as they are both connected to the same USB 3 motherboard plug, and you should be able to source one from somewhere like Ebay.
