Question Replacing 3.0 USB

I have a Gigabyte GA-F2A78M-\ds2 \\motherboard.There are 2 x 3.0 AMD USBs. It is necessary for me to add to these USBs a further 2 port or 4port 3.0 Intel or Renesas USBs. These are readily available providing one has a PCI-E Express x 16 slot available. My motherboard has such a slot.However the Gigabyte web site specifies the following (The PCI express 16 slot conforms to the PCI express 3.0 standard) TO SUPPORT PCI EXPRESS 3.0 YOU MUST INSTALL AN FM2 x APU
I have an FM2 X / FM2.Do I have to install an additional FM2 x APU.? Thankyou.

The CPU is AMD A8 7600 Radeon R7, 10 Compute Cores 4C + 6G 3.10 mhz
The PCI is 16 slot PCI Express x 16
