Are you serious? Samsung may have a huge and powerful share of the Arm SOC / proc's / memorys/ displays etc but do you even comprehend the nature of Intel's R&D Department? They didn't hold the performance crown for the past 7 years in the X86 market for no reason. P.S. Intels main profit comes from their Xeon processors in massive server databases/ supercomputers. These are multi billion dollar systems that are not getting replaced anytime soon by ARM based SOC's.
Oh and a side note. Intel fabs are spread throughout the world and is the envy every chip maker / buyer. Samsung is going for vertical integration in where they build and own every part of their company and processes. Buying AMD and competing against Intel is pointless as the market has become stagnant and Intel R&D is heads and shoulders above everyone elses.
Mobile processors that are more efficient / small / and powerful is the future of computers. Thinking Intel won't adapt and compete in the mobile department is foolish and every tech company knows that.
