[repost i accidentally marked my other one as solved] Disk usage at 100% for small task

https://www.reddit.com/r/buildapc/comments/4guc4c/disk_... the reddit post explains it pretty well but basically when i turn on my computer the disk usage is at 100% and then while im using it it will randomly spike for VERY small tasks. the reddit post has a list of solutions i have tried.
Specs
windows 10 pro
processor AMD FX 6300 (6 cores)
MotherBoard MSI 970A-G43
graphics card AMD radeon HD 5450
ram idk what kind its mix/match but it equals 8 gb
2x2gb(maybe)
1x4gb(maybe)
ask for more info if u need it the hard drive is HDD
hard drive is:WDC WD10EZEX-0M2NA0

Which process is consuming all of the disk bandwidth? You should be able to see it in the Windows Task Manager.

If you have an anti-virus or anti-malware application that scans the system at startup ...

when it boots it says 99% Disk and if you open resource monitor and looked it looked like system files but like 3 mb so not enough to be using 99%
