Reserved ram problem?

Okay, so i just built a new PC for myself and i came across a problem as soon as i looked at the ram, apparently my PC is only using 3.75gb of the 16gb i installed, i have tried a few fixes, updated mb bios, reinstalled windows and so on, but nothing works, please help.

Asrock x79 extreme 9
Intel i7 4930k
Corsair dominator platinum 16gb
EVGA gtx 780 TI 2xSLI

Which OS are you running? Please be specific for ex Windows 7 32bit vs Windows 7 Home Premium 64bit vs Windows 8.1 64bit OEM. Some versions limit use to 4GB:
