Reset my PC failed, can't move forward

My computer has been on a significant decline, I decided use the windows 10 reset my pic.

I now have a blue screen telling me my pc needs to be repaired. "The operating system couldn't be loaded because the kernel is missing or contains errors. File:\windows\system32\ntoskrnl.exe
Error code 0xc0000221"

It tells me I need to use recovery tools and I need a disc or USB with Windows. I used my wife's computer to download windows 10 installation media on a USB. I put this into my computer but I still can't get past this blue recovery screen.

Any help would be much appreciated, thank you

Edit: I figured out how to make it boot from USB first, but it created more problems. I tried doing an upgrade of windows, but when I selected that I don't have a product key it wouldn't let me upgrade. It gave me some troubleshooting options like a system restore, but because I don't have a restore point to go back to anymore it wouldn't work.

I tried rebooting and to trythe custom option, but it won't seem to let me boot from USB and instead is taking me back to the blue recovery screen.

Yeah sounds like you did. Hmm you could try if you have a bootable linux on a usb or a dvd, boot it and access the hard drive that way to see if anything's left over of the files. If it's all gone, might as well reformat and reinstall windows.
You don't do upgrade. You do repair with the usb key. That should be one of the options instead of the fresh install when you boot from it. In order to get to blue recovery screen, it has to boot first, which means on restart, when you're hitting the button for bios or for boot sequence menu, you should be able to get to your flash drive before you hit windows.

Ok, I've figured the USB out. Unfortunately none of the repair options in the USB work for me.

I seem really stuck now. The only things I can access are the Recovery Screen, where nothing that I understand works (it won't let me boot in safe mode). The other thing I can access is the Repair screen from USB, but that doesn't work either.

 
When I click on repair, it takes me to a blue screen where I see Troubleshooting and Turn off my PC as the only two options. I'll list what each of the troubleshooting solutions did for me:

System Restore: "To use System Restore, you must specify which Windows installation to restore. Restart this computer, select an operating system, and then select System Restore". This doesn't seem like an option because as far as I can tell, I no longer have any Operating System.
System Image Recovery: "Windows cannot find a system image on this computer. Attach the backup hard disk or insert the final DVD from a backup set and click Retry. Alternatively, close this dialog for more options." I don't have a backup. I believe that in resetting my PC back to factory settings, I lost my system images.
Startup Repair: "Startup Repair couldn't repair your PC. Press advanced Options to try other options." Clicking advanced options just brings me back to the home repair screen where I see troubleshooting and Turn off my PC.
Command Prompt: Opens up a black command window, I really don't know what I'm doing here so I closed this.
