Reset Overclocked GPU

We are trying to rest my husband's GPU which he overclocked a couple weeks ago, suddenly tonight his computer went blue screened and shut down. On attempting to restart it took a few tries to get it past a black screen, was showing green artifacts across the screen. He was able to boot it in safe mode, and he was going to reset his overclock. The error message he received on Win 10 trying to determine the cause was 'Video_tdr_failure'

Problems; he cannot access the afterburner/program to do this. And he says he can't do it through the BIOS.

There was no issues previous to tonight, about 20 mins ago it died right out. It's turned off right now, he's letting the pipes cool down he said they were running very hot.

How do you reset overclocking on the GPU if you can't access the program or anything to do so?
 
The graphics card isn't displaying on the monitor now, so trying to fix that. GPU still seems to be overheated
Edit: Taking out the GPU and starting it up we can see the monitor now so will try it
 
Core clock from 1100 to 1200 MHz Memory clock 1200 to 1300 Mhz He thinks he reduced his core clock down to 1150, can't remember.
He was able to get into the overclocking program, has check the "dont apply these settings on start up" and is now gonna restart his computer and put his GPU back in.

On start up there was more artifacts, after loading some more it's blue screen and not displaying. Thinking it's fried. Going to try a different PCI slot, turning off the computer made a popping noise.
