Reset Windows 10 without internet?

Can I "reset" Win10 without an internet connection? I am on a metered connection and don't have more than 500meg available to download.

If you mean "reset" as in to fresh install, then the answer is yes. If you make a bootable usb with for windows 10, it is easily do-able. Though you will need a decently large capacity usb flash drive and would also need to download the ISO file as well.
