Question **Resolved.** New build can't power on with graphics card

Hi everyone, looking for some help. Here are my components:

Gigabyte Z390 Aorus Pro
Gamemax RGB PSU 750W
Intel Core i5-9600K CPU @ 3.7 Ghz
32GB Corsair Vengeance DDR4 2666 Mhz
Samsung SSD 860 EVO 1TB
Gigabyte Geforce GTX 1650 Super

Everything boots and works fine until I plug in the graphics card. I have made sure to switch my monitor from mobo to graphics card when powering on. I have reset CMOS. I have tried a second PSU, with the same result, so I have ruled out a bad PSU. I do not have another computer to test the graphics card.

I cannot get into the BIOS with the graphics card plugged in. The computer only powers partially.

Alright, I got the computer to power up with the card plugged in. May have been a bad VGA cord. Unfortunately, still no luck. The card isn't appearing in my bios settings under my PCI slots, although my wireless card shows up fine. I tried the other PCI slots, but no luck there, either. The fans on the card do not spin. I updated the bios just in case. No effect.

I'm thinking bad card or bad motherboard. The former being the more likely?
