Restart problem for windows 8.1

I'm running a windows 8.1.

I recently build my rig. I am running a i5-4690, MSI gtx 970 and a MSI h97 pc mate mobo.
My computer has this issue where after i restart my computer, nothing different happens as per usual except for a slightly longer loading time. It boots into the start up screen with all the files not loaded (white in colour) and the internet not connected. Apparently the windows is not responding after my start up.

However, nothing happens when i shut down my computer, and boot it back up (not a restart).
Can anyone please advise me a solution on this? Is it a windows problem or somewhere gone wrong with my rig?

PS: My pictures ain't showing. Anybody can tell me how do i post a picture?

Windows has a different shudown and restart method, when you shutdown the pc, the pc doesn't turn off at all, it turns a hybrid shutdown + hibernate state, that's why the turn on in windows 8 it's so fast.

When you restart, the pc restart all the services and the boot is more longer.
With you internet connection, try disable and enable the network card.

Solution


Just booted my computer and the same thing happened. Its not that it takes longer. When my computer starts up, it kinda hangs or actually not load anything. The previous boot went like this.

1) Computer booted
2) Bios screen
3) Windows loading screen (with logo)
4) Wallpaper start up screen but no files load, bottom right icons not shown, start button missing, just wallpaper and pinbar at the bottom which cannot be pressed. I need to wait for awhile before evrything goes back to normal (desktop files load up, start button appears, everything works fine)
