Well, I recently built my first PC and after this, I don't think I want to do it ever again. It turns on and gets to the BIOS fine. It never does anything weird in the BIOS. But when I'm in Windows, not running a game or Blender, it restarts or shuts off without warning. When it shuts off, all the fans still spin, but the CPU and DRAM lights on my motherboard come on. How in the world do I fix this?

Solution
Thanks for the info. Would you recommend returning the PSU I have and getting a new one the maybe gives more power and has been around for longer?
You don't necessarily need more power. Your system can run on 500 watts. The quality of the components that the PSU is made from are what really counts. The problem here is that you're saying it's happening in windows which makes me think the issue may lie elsewhere. I don't want to tell you to RMA the PSU only for you to have the same problem after all that hassle. There's a lot of things that can cause this problem. Overheating CPU, AMD driver issues, too many things plugged into the wall outlet and issues with windows updates. All that being said, there's still an outside chance...

Start by listing all the parts you used, including brand and model numbers.

Ryzen 5 3600
ASROCK B550 Phantom Gaming 4/ac
16 GB G.Skill Ripjaws V 3600
ASRock Phantom Gaming D3 RX 5600XT
1TB Team Group MP33 NVME SSD
EVGA 500W BA 80+ Bronze
NZXT H510
It's a solid looking build with the exception of the low budget power supply you chose. It's a brand new model from EVGA so there's very little information available about it. In most cases, when a system shuts down without any warning or other errors, the power supply is the prime suspect. That being said, there's no way I can tell you for sure that's the problem.
