Restoring mbr image backup to gpt disk

Can this be done using the windows built in image backup? Or do I need a 3rd party program for it?

No. Windows image software is very minimal on features and abilities.

This can be done with Macrium Reflect images but sounds like you already have a windows image.

I would restore the windows backup image to an MBR disk.
Then you can create an image with Macrium Reflect and then follow this tutorial: http://kb.macrium.com/KnowledgebaseArticle50151.aspx

What if I Install windows on a gpt drive, then restore a backup made with mbr from inside that working installation?

That is not the way disk images work.

What OS or data you have on the drive before the image is restored is completely irrelevant. When you restore an image it takes bit for bit the data from the image and restores it to your drive, there is no picking and choosing.
