I want to upgrade my trusty old i7 4790k and was wondering if I could simply reuse my Noctua NHD15. Will the brackets/holes still line up with z370 mobo? Will it be as simple as taking the beastly cooler off one mobo and slapping it on the other?

it should fit, make sure you clean the contact plate with towel and rubbing alcohol and reapply a thin layer of thermal paste.

Intel subscribes to that ideal in some ways. It has not changed pin dimensions for any of the lga115x sockets, so a cooler that fits lga1156 will fit lga1151, regardless of socket size.
Your fans ain't broke, they don't need fixing. I'm running the same Noctua NF-F12 pwm that I was 6 years ago on my aio and the pc basically runs 24/7/365
