[Reward] GPU Plugged into PSU causing boot fail

When the GPU is plugged into the motherboard but not plugged into the PSU, it causes the CPU fan to work really hard, but the computer can still boot. When the GPU isn't plugged in to the MOBO the computer boots totally silently. Plugging the GPU into both the motherboard and the PSU causes a failed boot.

The PSU and GPU have both been tested to be working in another build. This build was tried before, and we assumed the motherboard was faulty. It was RMA'd and now the same problem exists in the new motherboard. This leads me to believe that this is very likely a software or power management issue.

I'd be happy to throw 10 dollars through paypal to anyone who manages to solve this problem.
 
If the MoBo is plugged into the MoBo slot and no power is applied I imagine GFX will default to the IG and make the CPU work harder. But normally if set to discrete GFX it's just a failed boot.

Trouble shooting would be a lot easier if ya names PSU , MoBo , CPU

We also tried using a corsair HX 650 watt in the build, and the same problem occured.
