RGB cable with laptop

i want to watch tv through my laptop on the television. I have done this before with an rgb cable but now the picture doesnt appear on the TV although my wallpaper does but wthout showing all the icons i have on my opening screen. it is also the same when i want to use skype through my tv and look through my photos etc
