Question RGB Fan on cheap mobo

So, i'm doing a cheap build for a family member and I wanted to give it a little spark by installing an rgb fan in the case. It's not lighting up. The mobo I'm using is a asrock a320m-dvs r4.0. Short story: I have no 4pin rgb controller pins into this mobo..BUT I installed the fan on my b450m and the lights on the fan turns on, without pinning the rgb controller cable from the fan..I dont get it.

To clarify,

In one system, the fan RGB lighting does not turn on not using RGB header?

In another sytem, the fan RGB lights do turn on, also not using RGB header?

yes. on my system, it turns on and stays on red colour. without the rgb header

How are you connecting them on each system? 3-pin? 4-pin? SATA?

The fan uses a 4pin. And i connected it into system fan on the mobos.
