[SOLVED] RGB with Dual Monitor build?

Alright so I'm helping my friend build a PC. He wants a few things that I've never even touched, such as RGB lighting, and dual monitor support. I'm hoping that you lovely people can provide either setups you have or setups that would work for the price range.
Beyond the RGB and Dual monitors, he does want a fairly beefy computer, capable of atleast 60FPS at 1440p in most games. The budget is somewhere around 1500. If you can't match that, see what the minimum would be to build what he would want.
I would very much be thankful for the replies.

I avoided RGB ssds due to the overheating issues they have.
