Question Rig with new R5 3600 won’t boot

So I just upgraded parts. Two of them include a Ryzen 5 3600 and a b450 tomahawk. I updated the bios on it and it finished, but now my PC won’t load into my OS. Also most of the time my Cpu ez light is on. I have to get lucky for it to not be on. I was able to boot in safe mode but I don’t know what’s happening.

What are you upgrading from? Do you have a Windows install USB plugged in?

I had an fx 8350 an old motherboard and 8 gigs of ram. Those are my old parts. I had windows already because I said I upgraded.
