Question Rise of the Tomb Raider only 29 fps with RTX 3080 and high-end PC ?

Hello!

I'm having a real frustrating problem trying to run ROTTR. When I load in, the FPS drops from 87 down to 29 in just a second and it stays there ranging from 29-40 FPS depending of where I'm running around. It is a stuttering mess and feels way worse than 30 FPS for some reason. In comparison, I can run Shadow of the Tomb Raider in 4K, maxed out settings in 80-120 FPS range.

I have a i9-10900K @5.1 GHz CPU, an MSI RTX 3080, 32 GB RAM, and the LG 27GN950 monitor with G-SYNC enabled in both fullscreen and windowed. I can run most games in 4K HDR with very acceptable frame rates but this has got me stumped and banging my head against the wall. I have the Steam edition of the game and for a brief minute I was able to fix the FPS drop from the in-game Display settings menu. I was messing around and toggling fullscreen on and off and then playing the resolution slider in window mode then switched back to fullscreen and I was able to game at 80+ FPS in 4K until I decided to go into the Graphics settings menu and as soon as I did, the FPS dropped back down to 30 and it's staying there no matter what I do. For the life of me, I cannot recreate this no matter how long I try.

What's even crazier is that in the game's Graphics menu, if I make any changes such as changing the Texture Quality, Shadows, AO, I get next to no FPS changes. The same can be said in the Display menu. I dropped the resolution to 2K, then 1080p and I'm still at 29~30 FPS in game!

I've uninstalled and re-installed the game. I'm using the latest build, latest NVIDIA drivers. I've tried the 813 beta build of the game... same issue. I've tried the GeForce Experience recommended setting. Tried switching from DX12 to DX11. I've googled for hours trying to find somebody else with this issue but to no avail.

My only smidget of hope is that someone else here has either heard of this or experienced it themselves and could point me in the right direction.

My guess is that something's going on with the fullscreen implementation with only this game on my system as the only difference in FPS is when I run it in window mode.

Whenever I see 30 or 60FPS I instantly think a Vsync issue. Disable all syncs in the game and drivers. Turn it all off, V and G sync. If the issue is fixed, turn Gsync back on.

Edit: You should also try a driver reinstall with a round of DDU thrown in for good measure.

Can you post your Nvidia control panel 3d settings?

I went to Manage 3D settings inside NVIDIA control panel and global V-Sync was set to default "Use the 3D application setting". Default seems to work fine with every other game but not this one. Changed that to off and it has fixed my issue. I ran the game's benchmark and got a score of 85.89 FPS. This is at 4K with everything maxed and SMAA. Real happy with it!
