Rise of the Tomb Raider's icon not responding

My friend downloaded Rise of the TombRaider from Steam but after setup as we click on the ROTTR.exe nothing happens....
game is not showing any window or anything.....it is not running.....🙁

Run it from Steam. Not the exe icon.
