Clean install? You mean of the drivers or of Windows?
If you haven't done so already, I'd first eliminate the problem being software conflicts. Run CCleaner and do the Clean and Registry portions both. That will fix a lot of software conflicts, registry errors, and other resource-wasting crap that can be causing issues.

Then I'd eliminate as much stuff running in the background when Win starts as possible. Everything running in the background steals resources and wastes memory. It can contain poorly written code too. Look in your tray area for stuff you can disable and only run on an as-need basis.
Also, run a Malwarebytes scan to be sure you don't have some poorly written ad-ware/malware conflicting with the drivers or game. https://www.malwarebytes.org/
Same goes for a virus scan.
Lastly, I'd try another clean driver install, this time running DDU from safe mode. Have it uninstall any AMD and Nvidia drivers and driver remnants it finds. Reboot and install the latest driver for your card and OS.
