Router not getting ip from modem

I recently moved to a new house and thus had to get a new ISP.
My old one was time Warner and now the new one is called Armstrong Cable, it is a local company in western Pennsylvania. I am having trouble connecting my netgear router to the modem. The router is getting 0.0.0.0 as the wan ip.

Things I have already done:
Put in correct Dns servers
Set dhcp 3 to 254
Opened nat filtering
Cloned computers MAC address onto router
Released/renewed ip
Restarted router and modem multiple times
Set wan ip to get dynamically (and verified that they use dynamic ip)
I am using wpa 2 encryption on both the 2.4 and 5 ghz bands

I have also directly connected the computer to the modem and that is working just fine.

The router is a netgear wndr3700v2 and it worked at our last house
The modem is an arris tm602g/115

You may not need to clone a computer MAC to the router, try changing it in the router basic settings configuration page to use the default address. Then go to the router settings tab and check the connection status -- you can release and renew the router from that page.

Also, if you did not reset your router before starting, I would reset it to defaults and then just connect one computer with an Ethernet cable to check the configuration pages. First get the WAN connection before you start setting up wireless settings using an automatic connection on the router to get assigned an IP address from the provider's DHCP.

You may also want to check to see if there is a firmware update, as this would be a good time to apply it since you are going to reset your router.
 


I just did all of that, and the wan ip was still 0.0.0.0 which means it isn't getting one. I also checked to verify that the modem is not also a router and it isn't. This makes me think the modem just doesn't like the routers MAC address but I'm not sure because I already tried cloning it from the computer that works.

The strangest part is that everything works fine, router and all, for about 5 to 10 minutes after hard resetting the modem. This has happened multiple times.

Edit: I just hooked up my old friend, the linksys wrt54g (miraculously found it in the first moving box I opened) , and it works from the get go.
So now I have no clue what the modem doesn't like about the netgear.
