Question Router on, I can see the router and Internet access in my phone's list of networks but cannot connect

My landlord was drunk and by the sounds of it, knocked the router off of his dresser and comically told me there was a power surge.. anyway now the router will turn on and apparently give a signal but neither my phone nor my PS4 can connect to the signal either through WIFI or through Ethernet.... why might this be?

I've tried resetting the router.

Why would a router that can turn on and apparently give off a signal not be able to be connected to by any device?
