Question RTX 2060 Low Fps

Hello, I am having issues with my fps and rtx really under performing. I get roughly 30-40 fps in GTAV In Sekiro I'm getting about 35-45 fps. And in CIV 6 I am getting roughly 40-50 fps as well. I know from experience that my fps should be way higher than that. Does anyone know any solutions

I have checked the control panel and everything resolution wise is set to where it's supposed to be to match my monitor. I've tried different viewing solutions in the game such as windowed and borderless. Also, these games are only on high, I cannot run them on Max or it goes well below 30 fps.

There are also some Game Optimization settings in Geforce Experience panel, did you give them a try?

Also noticing my gpu idling without any game on is 64c and my cpu is 54c. With load gpu gets to 80c and cpu stays around 74-75c.
