Question RTX 2070 i9600k microstuttering in CS:GO

Hi there, looking for help in troubleshooting very specific issue.

3 weeks ago I built a brand new PC. Setup below.

i5 9600k
Gigabyte RTX 2070
2x8GB RAM DDR4 Corsair Vengeance LPX 3000 mhz (XMP'd)
AsRock z390 Extreme4
Asus Xonar Essence STX II
Seasonic Focus Plus Gold 750W
Windows 10 1809 build

I'm experiencing heavy micro-stutters in CS:GO. They are most visible short after I join the server - when players spawn close to me or join server (just like in this video

). Later in the game the stutters happen randomly. They are visible on low and high details, more visible on high.

My MSI afterburner shows frametime spikes. LatencyMon shows lots of DPC on GPU drivers. Spikes are connected with milisecond fps drop under 200 fps.

BF5 runs smooth on ULTRA details, although frametime spikes are still there.

I tried almost everything I can or found via Google.

  • installing multiple drivers versions via DDU
  • Installing multiple Windows build
  • swapped GPU's - problem persists on my old GTX 970 and on friends Radeon
  • tried disabling shader cache, changing power mode in windows and nvidia settings and windows settings
  • optimizing windows for gaming - disabling XBOX Dvr, telemetry etc.
  • tried Vsync/without vsync
  • tried disabling overclocking/loading uefi defaults/with or without xmp profile
  • changed PSU to good one, connected GPU with 8/6pin or piggy tail
  • tried multiple game settings and commands
  • tried installing game on hdd/ssd
  • tried standby memory cleaner
  • tested RAM - although first time memtest showed 300 errors, I tested the ram for whole day - firstly single sticks, then dual channel - 0 errors
  • tested processor with intel tool
  • tested pc on multiple benchmarks and burners - no crashes, scores are fine, with or without overclocking
  • tried disabling windows defender
  • tried capping FPS
  • tested SSD/HDD condition
  • tried disabling HPET/changing timer resolution
and the issue STILL persists. I doubt it's my internet - pings are ok, no packet loss.

I know CS GO isnt optimalized well, still I think it should run smooth on such build.

I'm looking forward for any tips what can I do now. I'm really desperate, paid over 1k USD for this build especially for CS GO and these stutters are so annoying that I can't play in peace.

I don't know even if and which component I should try to RMA - or what to do on PC, if it's a software issue.
