MSI GS66 Stealth
Specs
i7 10750H
Geforce RTX 2070 Max-Q design
16GB DDR4
1TB NVMe SSD
8GB GDDR6 VRAM

To Preface this. I bought a best buy laptop with the 2 year protection plan. I had a heat sync fan issue in December so I sent it to best buy's repair center. They replaced the heat sync but on the receipt there is a second part they fixed. I can't understand what part it is. I'll drop a screen shot

I just got the laptop back but now a bigger problem has risen. For some reason I can only play games at 5 - 20 FPS. I've been using Usermark as a test bench to see if the solutions Ive tried work.
So far ive tried using DDU to uninstall and reinstall my intel and Nvidia graphics drivers. I tried this with the new drivers and the ones the manufacturer says to use. (In safe mode)
I've completely wiped my hard drive.
Deleted temp files
reinstalling the dragon center SDK
Setting power management mode to preferred performance in the Nvidia control panel
Here are some of my Usermark tests

I used to be a custom desktop guy all the way. But I'm moving away and need something more mobile.
I'd really like to learn why this is acting the way its acting. I don't want to send it in to best buys "Repair Shop" and wait another 5 weeks for it to come back possibly working. I don't have 5 weeks.
Any Help would be greatly appreciated :)

I was poking around in the windows device manager and I found a numerous amount of hardware conflicts. I read that some symptoms of hardware conflicts can result in performance loss.
Here is one of the conflicts
Memory Address 0x80000000-0x920FFFFF NVIDIA GeForce RTX 2070 with Max-Q Design
I attached the entire log on the second page of the doc

Does anyone know how to fix this on a laptop?
