Yes, it can work. It may or may not be limited by the bandwidth of 2.0. I would expect you to lose some performance depending on the application.

PCI-Express motherboards and cards are both forwards and backwards compatible with each other while being limited to the speed or bandwidth of the least of the two.

Generally speaking yes it would “work”, but you may face some issues ranging from something as simple as a performance drop (most likely) to occasional crashes due to the PCI-E slot not supplying enough power to such card which probably won’t happen, but it can. These would only happen under load. Just upgrade your mobo.
