Question RTX 2070 Super Mediocre Performance

I5 4690k
RTX 2070 Super
1000W Lightning PSU
MSI z97 Gaming 5 Mobo
16GB of Corsair Vengeance DDR4 Ram

The problem is, I just upgraded cards from an MSI Rx380 to a Nvidia Rtx 2070 Super and have been receiving FPS that is about half of what it should be. For example, when comparing FPS to similar friends builds I receive about half of their FPS across the board. The drivers are up-to-date according to GeForce experience. Is there a power saver mode enabled that i'm missing or is this just a defective card? Card is in the top PCI-E slot and any help or recommendations is very appreciated.

in all of your games or just some of them? when you change your card did you use DDU to uninstall AMD driver first?

Changed my card and then uninstalled AMD drivers through the system control panel. It seems to be in all of the games that I've tried. Stuttering in Minecraft in high pop areas and the GPU usage doesnt go beyond 8%. GTA 5 sustains 60fps on ultra however id like it to be at least 140+; considering the Hz of the monitor.

Just used the DDU tool to remove all old AMD drivers if there was still any left. FPS is the same and usage is the same.
