Question Rtx 2070 underperforming

PC SPECS:
GPU: RTX 2070 8G
CPU Intel i7 7800x
RAM: 16 GB Vengence 3000mhz


So i had a problem on a game called rust when i played at max settings i only got like 50 fps. But when i lowered the settings the fps basicly didint change at all and i saw other people with similiar specs getting like over 100 fps even with lower spec pc's they were getting over 100 fps. So i could not find a solotiuon so i just quit trying. Now i try to play minecraft and at max graphics i can only get 40 fps. Thats also really weird because people with also similiar specs get about 200 fps with mods ! I really want to fix this problem.

Is this an issue that has suddenly appeared or always happened?

Do you have latest windows updates installed?
Do you have latest GPU drivers installed?
Do you have latest BIOS?
Are you running any OC anywhere?
What is your PSU make and model?
What are your CPU and GPU temps under load?
 
Hi, Yes latest windows updates are installed latest GPU drivers are installed latest bios version is also installed no overclocking my PSU is Corsair RM750X 80 PLUS CPU temp- 38°C GPU- 43°C

Also i tryed reinstalling windows that didint help. But i recently got this pc so only these 2 games have this low fps problem
 
Ok. That looks good. Not fake card at least.

Now - fire up MSI afterburner,
open hardware monitoring window,
launch your game, play it for 5min.

And show screenshot from MSI afterburner HW monitoring window
(graphs should be visible - FPS, CPU temp/utilization, GPU temp/utilization, ram usage, memory usage, pagefile usage).

HW monitoring window looks like this:

I didn't see FPS graph in those screenshots.

Anyway - the game looks like really light load on GPU. It doesn't even switch into high performance mode.
Make sure, high performance profile is selected in Control Panel power options.

BTW - what resolution do you play in? What vsync options are being used?

Yes i could not find the fps either but i play at 1080p vsync is off i also use a 144hz monitor. So i need to turn on high performance in nvidia control panel or windows power plan option ?
 
BTW - did you have a different graphics card in the system before RTX 2070 ?

If yes and it was Nvidia card, then graphics drivers need to be reinstalled with clean install option.
If yes and it was AMD card, then old drivers need to be removed with Display Driver Uninstaller and new ones reinstalled.

This is a completely new pc i had a gtx 960 with a fx 8350 but this is a completely new pc.
 
Could be your PSU
I don't know your version but someone says in that thread that the first 2 versions were subpar.
The 2070 shouldn't be fluctuating like crazy. GPUs, CPUs use 12 v rail.

Tomshardware should have a forum thread about PSUs, tiers of them.

Tier B or better.
Corsair is just a brand, not a manufacturer. Just because it is branded doesn't mean it is any good.
