[SOLVED] RTX 2080 Freezes In Gameplay then followed by low fps/stuttering

System Specs:

CPU - R7 1700 @ 3.8ghz
RAM - 32gb Hyper X @ 2400mhz stock
PSU - Corsair RM850x
Mobo - x370 Taichi
GPU - Gigabyte RTX 2080 OC
Nvidia Driver 417.71.

I've recently upgraded my gpu to a rtx 2080 from an rx 480.
I've uninstalled all old drivers before installing my 2080 then I installed nvidia drivers.
I'm playing at 21:9 1080p ultrawide 85hz.

I've had this issue since I bought the card.
It constantly freezes in the middle of the game for about 5-10 seconds then the following fps is extremely low.


I've experience this issue during gameplay of the following games:

Overwatch
Fortnite
BF5

I'm all out of ideas on how to fix this.
Any ideas?

***Update*** I've uninstalled drivers using ddu and reinstalled drivers still no luck.
I do not think my cpu is bottlenecking my gpu.
FPS is great but this only have after about 1 hour of gaming...fps drops to 0 then slowly climbs back up to high fps..
I also want to mention this never happened when I was using my XFX RX480 GTR

Try to downclock the memory, there is a known issue with the memory.
Set is to -500 and try to play again. > it's not normal... and you best can return the card and ask for a new one or a refund.
If you can play without crashes but still have stutter try to downgrade to the driver:
GeForce Game Ready Driver - WHQL
Version: 417.35 - Release Date: Wed Dec 12, 2018

I currently don't have any issues with my memory, but i had stutter in all my games, even in the main menu of the games...
The software downgrade fixed most of my stutter problems.

CPU usage average is at 81% however cpu #0 and cpu #1 is at 100% and 96%.
Not sure if this is considered cpu bottlenecking.

Well I'm assuming my 2080 can play all games at ultra settings 1080p 21:9. Especially because my rx 480 ran Overwatch at ultra settings for a smooth 85mhz locked.
