Question RTX 2080 TI Voltage Concerns

I recently purchased a 2080 TI and continue to notice some minor micro-stutters in some games (undetectable by the FPS counter) and strong LONG pauses in the COD single player campaign. I've noticed after several days of using MSI afterburner that these pauses seem to come when the voltage limit is hit.

Im concerned about the amount of power getting to the 2080TI

i7 9700K
ASUS TUF Z390 GAMING PLUS (WIFI)
EVGA RTX 2080 TI XC2 ULTRA
16 GB DDR 4 RAM - 2666 (duel channel)
2X PNY SSD (250 GB)
SAMSUNG 860 EVO (250 GB)
1000W SEASONIC GOLD PLUS
DARK ROCK PRO 4 cooler

As you can see my temps stay pretty cool overall. Wondering what else I can check. What else I can change.
