Question RTX 2080 won’t clock over 300mhz

I installed my EVGA RTX2080 XC yesterday and everything was running fine. Fortnite in 4K was running 60-70 FPS. I can’t remember the exact timing but I downloaded the EVGA overclocking app and I’m sure it was running fine still without adjusting anything. I turned it on this morning and now my gpu clock won’t go over 300mhz. Fortnite now is at 6-7 FPS. I uninstalled all the drivers and apps and still nothing. System is i9-9900k, 16gb ddr4 @3200, 1TB nvme2, windows 10

PSU is a Corsair 850watt. Power shouldn’t be a problem.

Game temps topped at 76* when it ran full speed.

Yeah I’ve rebooted a handful of times. I’m going to retry and install the drivers again

Im not sure what caused this. It was fine yesterday and now today it wont budge off 300mhz gpu clock. Ive uninstalled all the drivers and then reinstalled them but that didnt work. I changed the PSU connection and that didnt fix it. Could something in the driver be holding it back?

Ive enabled the KBoost feature on the EVGA Precision app and it says it should bring the card to full boost speed regardless of load. With this enabled the card still runs at 300 mhz.
