Question RTX 3070 running at 95% or higher and low fps

Hello, I got a RTX 3070 a couple months ago and I have been having problems running games that I was just running with my GTX 1070. In task manager it is always running at 95 to 100% and frames will drop from around 100 to 30 fps for a few moments. Also ive tried to use shadowplay and it made me lag really bad and once it bluescreened my pc. Drivers are up to date.

My build:
Cpu: Intel core i9-9900k @3.60 ghz
Mobo: asrock z390 Phantom gaming 9
Ram: 32 gb
Storage: 120 gb samsung SSD and 1 TB m.2
PSU: msi A850GL 850 W

I got a RTX 3070 a couple months ago
Run DDU to remove all GPU drivers(intel, AMD and Nvidia) in Safe Mode, then manually reinstall the latest driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator. See if that helps you out.

Hey there,

Well, firstly don't run Shadowplay, as it's buggy. But also, so as not to introduce other variables whilst we try figure out what's happening for you.

Is the GPU new or second hand?

As @Lutfij suggested, did you DDU. Are you sure all system drivers are up to date? What bios are you running?

Are either the CPU or GPU overclocked, or undervolted?
