Question RTX 3070 showing green things when on higher resolution

So my rtx 3070, the fans dont spin, its not detected by task manager either, and im locked at 1024xsmth( i forget). I installed the drivers aswell...Its also showing green lines whenever i put it above the resolution of 1024xsmth... Anyone have the same issue...I need help ASAP

Full system specs?

It sounds like the card is defective. Do you have another GPU to test in the computer or another computer to test this GPU in?

yes, ive tested in two working computers and monitors
they both do the same thing...I might take it in and get a replacement

The specs im using is 48gb ddr4 RAM
Intel xeon smth (8 or more cores)
rm 750 powersupply
and a bunch of other specs that shouldnt matter
also a gtx 970 I use temporarily. It works fine no problems, on both computers have the same gpu so yeah

also the gpu was working for a year or so and started doing problems, havent bothered to fix it, so this problem aint new btw
