Question RTX 3070 ti used or RTX 4060 new

Hello guys, so I want to upgrade my gpu to rtx 3070 ti used or rtx 4060 new because they have the same price in my country. So my questions is :

1. Is it safe to invest in ex mining card? because in terms of raw power rtx 3070 ti wins a lot than rtx 4060 right?
2. does my power supply safe to works with rtx 3070 ti? because i see in some manufactures they require like 750w psu.
3. does rtx 4060 really that bad? i mean it got dlss 3 and i saw the power efficiency looks really good.

Current build :
ryzen 5 7500f
asrock a620m hdv m2+
adata xpg lancer blade 5600mhz 2x16
bitfenix whisper 650w
evga gtx 1070 sc

I want to see from you guys perspective, I know that rx 6700 xt have a better performance than rtx 4060. but, i need the features that nvidia have. So, thats why i consider rtx 4060 new or rtx 3070 ti used.

I, personally, aren't rich enough to buy used hardware. So, i'd go with brand new one.

Yes it does but not that much, ~35%,

Build quality wise, you have good PSU.

Wattage wise, RTX 3070 Ti is 290W GPU. Add in GPU transient power spikes (which RTX 30-series is plagued by) and you can look towards ~600W spikes, which would be too much for your 650W unit to handle, since you have other hardware too which needs power. For RTX 3070 Ti, i'd be comfortable with 850W PSU.

RTX 4060 is 115W GPU, with transient power spikes ~200W, making even 550W PSU enough for it.

It's not "bad" per se. But the issue is that compared to RTX 3060, the predecessor, RTX 4060 offers little gains. Of course, RTX 4060 Ti is even worse off, since RTX 3070 is even better than RTX 4060 Ti. And in some cases, even old RTX 3060 can beat it.

You have an option:
* used RTX 3070 Ti - better performance but no warranty and 0 guarantee for how long it will last. And since you're looking at mining GPU, it may die within a day (if it doesn't arrive dead already)
* new RTX 4060 - weaker performance compared to RTX 3070 Ti, but has warranty and you have a guarantee for it to work. And even if GPU happens to die during warranty (usually 2 years), you can get a replacement cost free.

Personally, i'd rather use RTX 4060 for 2 years without any worry. Rather than RTX 3070 Ti for one day (or week or month), while constantly being worried the GPU dying on me. And when GPU does die, you're left high and dry, with no option for replacement under warranty (since there isn't any warranty for used GPUs).

Save for a 4070 or 4070TI
My take on this is: if OP needs it right now, they should buy what they can afford.

Else-ways, there would be a pointless loop wasting time;
* money is collected for RTX 4060 (~300 bucks), better save for RTX 4070 (~600 bucks)
* once money is collected for RTX 4070 (~600 bucks), better save for RTX 4070 Ti (~800 bucks)
* once money is collected for RTX 4070 Ti (~800 bucks), better save for RTX 4080 (~1200 bucks)
* once money is collected for RTX 4080 (~1200 bucks), better save for RTX 4090 (~2200 bucks)
and eventually, when there's money for RTX 4090 + for 1.6kW PSU (~500 bucks), RTX 50-series might very well be released. While during all that time (could be years for all we know), OP still doesn't have better GPU.

RTX 4060 is still considerable upgrade over GTX 1070,

thankyou for such a detail explaination, im not looking like an exact mining gpu but you dont know if its ex mining gpu or not eventho the seller saying its not an ex mining gpu, they could lie. So i guess i set my expectation its a mining gpu.

Save for a 4070 or 4070TI
4070 in my country is hella expensive, for example "Inno3D RTX 4070 12GB GDDR6X TWIN X2" cost like 650 usd. if its a brand like asus, the dual version cost like 670 usd. but its different when it comes to rtx 4060 like asus rtx 4060 dual cost about 340 usd not that far from us price.
