Hi, I am not too knowledgeable on this subject.
I read some of the specs of both the RTX 3070 and the RTX 2070 and they both have the same VRAM of 8gb. Yet I read that the RTX 3070 will be as strong as the RTX 2080 TI which as 14GB a VRAM.

How much better is the RTX 3070 compared to the RTX 2070?

The 2080Ti has 11 GB of VRAM but you cannot compare GPU's based on their amount of VRAM. Wait for the benchmarks of the 3070 but it is expected in non ray tracing games to be similar or beat a 2080Ti, in games with Ray Tracing it should be noticeably better. Extra VRAM only helps if you actually need it and chances are you don't need more than 8GB.

Vram isnt everything. according to the leaks as well as Nvidia's presentation a 3070 is supposed to be on par with a 2080ti. and seeing the performance of the 3080 i dont think they were lying but i would suggest wait for some reviews and benchmarks. plus stock is still gonna be horrible and practically impossible to get a 3070 for months from now

The amount of VRAM doesn't matter unless your doing something that needs the extra VRAM. What DOES significantly matter however is the speed of your VRAM. 8GB of VRAM still suffices in 2020.
