Question RTX 3080 doesn't go over 73 degrees, bad performance.

About 1-2 months ago my gpu's temperature started just stopping at 73 degrees and never went above it. Before this point it almost always went up to 79 and over 80 under the most extreme loads. Now the highest it gets to is 73-75 and my performance is significantly worse than what it was. Does anyone have any idea how i can fix this? Is this thermal throttling somehow?

Are all system drivers, including chipset up to date? WHat about your current bios?

I've not come across the Cougar PSU before, but the reviews I've seen it seems decent at least, and is on Tier A as far as I can see.

What kind of case do you have, and how many case fans and what are their orientation? 80c on the GPU seems high to me. With good airflow, and good fan curves your GPU should reall ybe only hitting high 60's in terms of temps. But ambient temps can play a part too.
