Yes, although it's not the best PSU out there.

No. No PSUs, out of the box have the 12pin connector.
The 12 pin only applies to Nvidia FE cards though - and the 8pin(s) to 12pin adapter is in the box.
If you buy an AIB card, they use the traditional 8pins directly.

The 12-pin power adapter comes with the GPU.
I would get another PSU to pair it with the 3080.
