[SOLVED] (RTX 3090) After 5 minutes of playing games. GPU usage drops significantly, and CPU usage goes up (extremely low FPS).

Around 0:40 the switch in GPU usage occurs in the video.

My GPU usage is around 40% on Valorant then after 2 minutes of smooth gameplay with a normal GPU usage it drops to around 5-20% GPU usage which makes the FPS go from 300+ (high GPU usage) to 1-30 FPS (low GPU usage).

It happens on most games like COD: Cold War where the GPU usage goes from 70% to 1-15% GPU usage, making the frames go from 250+ to 1-20 FPS.

If I swap my 3090 for a 1080 it works wonders and stays at a normal GPU usage. Then when i switch back the 3090 the GPU usage will stay high and playable in games until I restart the computer.

GPU: MSI Gaming X Trio 3090
CPU: i7 10700k (5.1 ghz overclock)
Motherboard: Asus Strix z490-a
RAM: 2x8gb (16gb) Trident Z neo RGB

In Valorant its only when I move with the mouse and jump. In COD Cold War it's constantly low GPU usage.

I just want to enjoy the 3090. I have also tried reverting to old drivers and no change in the problem.

Brand and model of the PSU?

Did you do any Windows update? GPU drivers update? Anything?

What's your temperatures on your CPU and GPU at idle and load?
Corsair RM850w and I haven't downloaded any windows updates. For the drivers it started happening 2 days before the 461.09 driver update. I installed OBS and tried to stream then it started happening. However, I uninstalled OBS, reverted to old drivers and still nothing.

GPU on idle is 32-35 C, and on load around 68 C. When the GPU usage drops it goes to around 60-62 C.
CPU is around 30 C, and on load around 60 C. When the GPU usage drops it goes to around 42 C. However, the CPU usage goes up significantly.
