On Overwatch, I use my RTX 3090 FE card with all low settings at 1920 x 1080p and it only produces 200-220 fps. While online I have seen others who have the same card and are performing better with the same graphic settings in Overwatch. What could be holding back the GPU or what is bottlenecking my build?

Solution
You should definitely get a better CPU cooler as the i9 9900K runs really hot - something like a Noctua NH-D15, Noctua NH-U12A, Deepcool Assassin 3, Be quiet! Dark Rock 4/Pro 4 or any beefy air cooler you can find that fits your motherboard and case height limit with TDP higher than 200 Watts. You can also look into AIO with at least 280mm radiator in size and get a reputable brand. Since you run the game at 1080p with that GPU, it will be extremely CPU-bound to push high frame rates. Check your CPU temperatures when you run Overwatch and see if there is any thermal throttling.

Well i would say, make sure your resizable bar support is turned on. And one more thing is from the Nvidia Control panel try to turn off the vertical sync of the program and force the changes from the Nvidia Panel so you can go overcap the fps

Most important thing I notice here is the single RAM. Dual channel RAM improves performance a lot. I would advice to sell your ram and buy a dual kit of at least 3200MHz or buy the exact same ram you own and hope it works without issues.

Run a userbenchmark and post the link to the results here.

Agree single channel RAM is a problem and insufficient cpu cooling is probably not helping. When comparing to other systems do they have newer CPU’s? With a 3090 at 1080p the CPU/RAM is going to determine the best fps. Ultimately a 3090 is massive overkill for 1080p and you won’t utilise it’s full potential. It really deserves a higher resolution monitor.
