Question RTX 3090 underperforming in all games ?

I've been having low fps in games recently with the following setup

Whilst playing any game, GPU usage never goes over about 55%
I have attempted everything on the following list including a bios update

I'm totally lost and have no clue what to do. I'm getting lower fps than all my friends who have worse specs
