Question RTX 4000 Ada Mobile vs Geforce 4080 Mobile

I can't find any good information comparing how these two perform in business class systems where both GPU are capped at 110W.

I know the 4080 will outperform the 4000 when no system based speed cap exists, as I believe the 4080 can run as high as 175W with dynamic boost while the 4000 tops out at 110W. With enough power the 4080 runs as fast as 2.6 Ghz while the 4000 runs out of gas aroound 2.2 Ghz.

But what happens when you limit the power available to the 4080? As they are basically the same chip, with same cores etc., will both yield about the same performance?
 
Yes, I think they would perform quite similarly with the same power limit at most tasks.

The driver differences will make more of an impact with certain applications, and others that just brute force it with CUDA cores will perform the same.

The Lenovo P1 Gen 6 limits the RTX4080 to 90W while the Lenovo P16 Gen 2 limits the 4000 Ada to 130W. As you speculated, the performance difference between the two seems to be related to how much power the system is able to provide. I didn't do any kind of formal testing between the two, but playing AC Valahala on max settings at 4K the RTX4080 @ 90W struggled to maintain 30 frames per second, dropping below 10 frames per second at times (basically unplayable). The 4000 at 130 W is averaging 45 frames per second and never drops below 30 frames per second (no problems with playability).
