Question RTX 4070 GPU Vs Ryzen 7950X CPU Graphics

So I have been without a dedicated GPU card for a while, due to budget issues. I have been using the onboard Ryzen 7950X CPU graphics as my GPU for some time now. It does fairly well, considering it is less than the power of a GT 1030. But when I uprezz videos or do some video processing, either using Topaz Video AI or Adobe Premiere Pro, it can sometimes take days or more to process all the files needed. My final output is an 8K video. My computer has been setup to do 8K video processing. I put the videos on Youtube in 8K with a channel I have.

I had a RTX 3070 before until I sold it half a year ago. With the 4070 I was expecting more than what the CPU graphics was doing. Video playback in Premiere Pro while editing is much smoother now than before, but when it comes to actually processing and rendering the files for the master video, Im not gaining any time what so ever in Premiere Pro compared to the time it took with the CPU graphics. For a 15 minute video I was uprezzing from 4K to 8K in Premiere Pro, it took around 40 hours to render with the CPU graphics. With the same video and the 4070 installed, it literally took the exact same time to render as before. I didn't gain any time at all. I checked after the second render if the "hardware" processing was selected in Premiere Pro, and it was. So Im at a loss why my RTX 4070 card is not speeding up the rendering time. Surely there should be a noticable difference between a less that GT 1030 and a RTX 4070. Any ideas?
 
As soon as I installed the drivers for the 4070, I switched the monitor connection over to the new GPU. It was that way when I ran Premiere Pro that time.
 
You may need to do a bios setting change or full shut down and reboot with the monitor connected to the video card for it to be registered in windows as the default video adapter.
Did you reboot before running your first test?
Just switching the cable after boot does not set it as default in windows.
You may also need to tell your software to use it after a first reboot.
 
My computer does a full shutdown each time, not a soft shutdown. I set it to do that. And it was shutdown before I switched the cable. I did another 11 minute video in 8k today, but there was no uprezz, just standard rendering. Took an hour. Some videos I did before the upgrade took sometimes 30 to 40 minutes.
 
I double checked, but everything is already set to what you suggest. Im using the studio driver, and its set to hardware encoding and decoding for both AMD and Nvidia.
 
If you use 8K-RAW LT 60fps, then I would suggest to work with DaVinci Resolve. There my Output is really fast, I think for 15 Min 8K output with Colorgrading ans some titles, it takes about 20Min, but with a 4090 and DaVinci Studio. If you could imagine a switch to DR, then here are some tips to improve the speed
