Rubber-banding lag only when connected to router?

Hi, any help or suggestions regarding this issue would be incredibly appreciated, I've been scratching my head on this for weeks but can't seem to gain any headway on solving the issue.

Basically whenever I run a ping test to a site I get a terrible jump in lag every 4-6 seconds (mind you when I'm on wifi there's no lag when pinging the same IP's.)

So, as a means to get this stupidly annoying problem out of my life I've ran virus and malware tests in safemode with both kapersky and malwarebytes (I had a couple malware issues I didn't know about but neither were the cause of my issue with the lag.

Then I called my ISP and they came out here. They tested the coax cable, said it was fine, reset the modem and a couple other things but when I ran the ping tests we both saw the issue persisted.

So he claimed it could be only 3 things;
Bad cables (he recomended trying different ones, didn't change anything)
Malware/Virus(had already cleaned my system before I called)
or 'Bad Ports' on my router (like the actual female connection for the ethernet cables)
So he recommended I buy a new modem/router (sigh)

So... I bought a new router online and that'll be here within a week, which I'm praying fixes my problem but we'll see. I wanted to post this here in case any other solutions came to your guys' minds. again, any help is appreciated and thanks for reading.
