Question Running a CPU at a high clock the whole time while the PC's on

So I have this second pc that whoever wants can use when they're over and the CPU (5800x) has a problem with the PBO, it causes random blue screens while on load so I had it off, recently tried to get some extra performance out of it by just OC manually in the BIOS from 3.8 to 4.6 runs perfectly fine, had some crashes at 4.7 but didn't want to add anymore voltage or figured that's where it maybe was crashing with the PBO on, so I left it at 4.6.

Guess my question is how badly does running at the higher clock decrease the life span on it or if at any all, at idle runs about 45-50 celsius, on a rare occasion might spike to 60 while browsing the net but it's a pretty hot outside right now, on load the most I've seen it get is to 75 celsius.

I would say that running at higher speeds will not cause any degradation in itself. It is more the voltage required to run at the chosen speed alongside the temperatures produced as a consequence. If you are keeping voltage within recommended limits and subsequently the temperatures also within spec then I expect the chip will be fine long term. Keep an eye on any auto settings if you have any whilst overclocking however as I find these are often the culprits for providing too much juice at times.

Find an overclock where the system is stable with an acceptable voltage and leave it. Certainly if longevity is the aim. 5800x is still a decent cpu and I have a 5700x in a second system but I have just left it at stock as its a SFF build in the living room.
