Question Running a second graphics card?

Hi! I was wondering if someone smarter than me could help. I want to run a second graphics card for my second monitor. I currently have a "NVIDIA RTX 4070 Super 12GB" along with 32 GB of RAM. If I just want the second one to run movies without taking away "power" from the NVIDIA GPU does it really matter how powerful it is? Any advice would be helpful as I am relatively new to this.

The only reason I ask is because when I look at the information that NVIDIA provides it says that it is right at 90-98% of the GPU capacity(?) and on the other monitor the quality is always worse than what it should be, ie it looks like I am watching a video taken from 2001?
