Runtime Error -1:0?

I am trying to install a game and i keep getting this error:

"Runtime Error (at -1:0):
Cannot import EXPANDCONSTANT."

I have:
Windows 7 x64
Visual C++ 2005 - 2008 - 2010 - 2012
Net Framework 4 & XMA

I Tried:
AV Scan, AV suite Change, Uninstalling and reinstalling all of the above, CCleaner, Antispyware Scan. I also tried to find out what this error is, canning through multiple sites with error code list but no avail. When i installed on my boyfriend's pc it worked though he has all of the above, but windows 7 x32.

The only think i can think off is the x64 enviroment causes trouble to the installer.
Any info on this error and how to fix cause it is starting to piss me off.

Right now i am trying to see if with a Virtual x32 or an new x64 enviroment works, i will keep you updated.

Mobo: MSI 990fxa
CPU: AMD Phenom 2 x4 965 BE
GPU: ATI 7770 HD Edition
RAM: 8 Gbs.
PSU: Lamtech 650
Pagefile: 18gb

Is there anything else you would require from information witch i can provide?

Update..
Curriently i am using Windows 7 x64 GAMER Edition, on a fresh install on a virtual system the error keeps comming.
On windows 7 x32 Retail it worked just fine,
Curriently trying on a x64 to check out my idea...

I am trying to install the Assassins Creed III Deluxe edition.
I have installed many games over 24 on my pc, and this single one is giving this damm error, framework updated and mobo drivers also.

was it downloaded or bought? If downloaded, from where? Looks like something maybe missing in your game folder for your system compatibility. Try to install it by Right Click on Game Setup and Run as an administrator.

i tried with Admin rights, and multiple combinations of compatibility tweaks they all failed...
I finished my Virtual Computer tests.

My system: Failed.
New Gamer Edition Freshly installed : Failed.
Windows 7 x32 Retail: Done.
Windows 7 x64 Retail: Done.
I have narrowed the problem to my Particular OS.
Should i just reinstall to fresh retail x64 Win 7 and saves us all the trouble from this freak error... one error less in all of our heads
