Russian Tom's Hardware department?

Recently I came across that website("thg.ru") which I never heard of, and found out there is apparently there is a russian Tom's Hardware department.
Are they related to this website or they're just using the name and articles for their own thing?

They brag about themself on Russian wiki page of "Tom's Hardware" so I'm curious.

There are other sites that license the Tom's Hardware name and logo available in other parts of the world. IIRC that is one of them. Other than licensing they have nothing to do with us.
